USA TODAY: States tally oil spill toll to send BP their bills

I don't see how the States can present BP with a bill. Let me explain:

Yesterday I saw on the local news that most of the clean up crews have been called out, but there are still several crews out there, gathering up tar balls.

One of the crew members, who insisted on remaining anonymous, showed and told that four feet deep a several inches thick layer of oil is buried on the beach. All this needs to be cleaned up though.

Wait a minute! a layer of oil, a few inches thick, is buried about four feet under the surface of the beach??? How is that possible? That sounds rather fishy to me. No, let me correct that. Given the circumstances, I would say;

That sounds like a cover up!

I agree with you. To have a thick lay of oil under FOUR FEET of sand, truly is - as you so aptly named it, a "cover up."

Astonishingly, BP still makes a considerable profit.
